Every field in a key must have a value. The incoming data cannot delete the value for any field in a key.
The value of field |1| in the |2| file cannot be deleted because that field is part of the '|3|' key.
'1' means Field name.
'2' means File name.
'3' means Key name.
'FILE' means File number.
'FIELD' means Field number.
